As development processes become ever more complex, there is growing demand for knowledge and for analytical products that provide solid evidenceto inform policy changes and reforms. International donors exert considerable effort worldwide on the production of knowledge products such as country development reports, but the practice of monitoring their impact is relatively new. This Background Note describes a case study of one attempt to assess the impact of a knowledge product: The Vietnam Development Report 2010 – Modern Institutions (VDR 2010).
