Mekong is an international river. This assertion is necessary by the fact that the Mekong river seems to be split in two: a Lancang river in the Chinese territory on the Upper Mekong Basin being exploited separatedly without any consideration on the impacts on the Mekong river in the Lower Mekong Basin, and the remaining part flowing across Myanmar, Laos, Thailand, Cambodia and Vietnam. If the Mekong Committee, in the context of 1957, consisted only of Cambodia, Laos, Thailand and Vietnam, and only managed waters in the Lower Mekong Basin is understandable, then the Mekong River Commission, in 1995, continued to expand to the same member states and to restrict to the same Lower basin, is less. This continuation has contributed to the division de facto of the Mekong. Meanwhile, climate change is already a reality and fresh water scarcity in the world are forecasted, posing an urgent need to ensure water security for all countries in the basin. In the new context, render to the Mekong River its international and indivisible character for the mutual development and the common prosperity of the six riverian countries, and to respond to the global climate change, is necessary more than ever. This task is long and hard to carry out but not impossible by a joint effort, both governmental and non-governmental, both at regional and international levels.
