    Free trade agreement between the EU and Vietnam: Difficult partnership

    Despite the political differences, Vietnam is already among the EU’s closest partners in Asia. Next year, they will look back on 25 years of diplomatic relations. Initially, the EU’s goals in Vietnam were limited to development cooperation and sustainable economic growth. After some time, however, political cooperation developed rapidly. The first cooperation agreement between Brussels and Hanoi was adopted in 1995. A more comprehensive Partnership and Cooperation Agreement (PCA) was signed in June 2012. It envisages strong cooperation in the areas of trade, science, technology, energy and the environment as well as in the fight against corruption. The agreement is also intended to strengthen collaboration in efforts to meet regional and global challenges such as the fight against terrorism and climate change.

    Trong bối cảnh dịch bệnh COVID-19 cùng những đứt gãy của thương mại toàn cầu diễn ra rất nghiêm trọng trong hơn 1 năm qua, Báo cáo này ghi nhận những đánh giá tích cực của cộng đồng doanh nghiệp đối với ngành Hải quan và các bộ, ngành khác có liên quan trong nỗ lực cải cách thủ tục xuất nhập khẩu và tạo thuận lợi thương mại cho doanh nghiệp. Đồng thời, dựa trên kết quả phản hồi từ 3.657 doanh nghiệp xuất nhập khẩu, Báo cáo đã phản ánh các kiến nghị của cộng đồng doanh nghiệp tới các bộ, ngành liên quan đến các quy định pháp luật, nâng cao hiệu quả thực thi, góp phần tạo thuận lợi cho các hoạt động xuất khẩu, nhập khẩu. --- Báo cáo ghi nhận những chuyển biến đáng chú ý trong kết quả điều tra năm 2020 so với những năm trước đó. Nhiều doanh nghiệp đã đưa ra các đánh giá tích cực đối với chất lượng thông tin do Cơ quan Hải quan cung cấp, các cải cách lớn của cơ quan Hải quan trong thời gian gần đây, chất lượng phục vụ của cán bộ, công chức Hải quan, công tác kiểm tra, quản lý chuyên ngành, mức độ phổ biến của việc chi trả chi phí ngoài quy định. --- Dù vậy, Báo cáo này cho thấy còn rất nhiều việc cơ quan Hải quan và các Bộ, ngành khác cần tích cực triển khai trong thời gian tới để tiếp tục tạo thuận lợi thương mại cho doanh nghiệp. Cộng đồng doanh nghiệp tiếp tục kỳ vọng cơ quan Hải quan và các bộ ngành cần đơn giản hóa hơn nữa các thủ tục hành chính và chuyển hẳn sang việc giải quyết thủ tục theo phương thức trực tuyến, tăng tính công khai, minh bạch trong giải quyết thủ tục hành chính, nâng cao hiệu quả công tác giải đáp vướng mắc, khó khăn cho doanh nghiệp.

    The Potentials and Challenges of Responsible Tourism in the Mekong Delta from the Experience of Travel Agencies and Local Communities in Ben Tre Province, Viet Nam

    The main objectives of this research were to study the factors influencing the potentials and challenges of Responsible Tourism in the Mekong Delta in Viet Nam. In addition, the research would suggest some good recommendations or solutions from the problems occurring among local people, tourists, travel agents and other participants to the tourism industry of the destination. The research methodology used in this study was the qualitative methodology: the sampling of this study was purposeful focusing on travel agents and some local communities who are working and doing businesses in the tourism industry such as home-stays, local restaurants, tourist attractions, etc. in Ben Tre province, Viet Nam. They were selected in this research because of their experience in the tourism industry and the richness in the data gathered. The interview questions would apply 5 W + H style (What, When, Where, Who, Why and How) to ask the participants such as a vice-manager of Culture, Sports and Tourism Department, 7 travel agent managers and 7 local communities such as home-stay owners, local service providers and local people (farmers). Research findings were as follows: the potentials of Responsible Tourism for local people were better income, better life, enhanced knowledge, exchange culture, natural environment, attitude change and values of local products. The potentials of Responsible Tourism for travelers were awareness of greenness, exchange culture, experience of greenness and satisfaction. The potentials of Responsible Tourism for travel agents were profits, connection, support and reputation. Nevertheless, the challenges of Responsible Tourism were lack of support from the government, spontaneous tourism, competition, infrastructure, transportation, human resources, paperwork, Vietnamese war’s effects, lack of tourist attractions, destroyed culture, limited customers and lack of profits. Finally, the solutions and suggestions for Responsible Tourism were tourism strategies, supports, new products, training courses, attitude change, infrastructure and transportation improvement, co-operation, taking advantages of natural conditions and preparation

    Factors Affecting Entry into Supply Chain Trade: An Analysis of Firms in Southeast Asia

    This article undertakes a comparative, firm-level analysis of joining supply chain trade in five Southeast Asian economies to improve our understanding of fragmentation of manufacturing across borders. The findings suggests that firm size (reflecting economies of scale to overcome entry costs) matters for joining supply chain trade with large firms playing the dominant role in Southeast Asian economies. Meanwhile, small and medium-sized enterprises (SMEs) make a small contribution to supply chain trade relatively to the sectors employment contribution. However, firm size is not the whole story. Efficiency—particularly investment in building technological capabilities and skills—and access to commercial bank credit also influence joining supply chain trade. The article suggests that governments can facilitate SMEs joining supply chain trade through a market-oriented strategy, modern physical infrastructure, streamlined regulations and efficient business support services.
