- Ấn phẩmInternational Students in Their Own Countr y: Motivation of V ietnamese Graduate Students to Attend Vietnamese-German University(1/10/2015) Y ao, Christina W .Vietnamese German University (VGU), a new engineering and technology university near Ho Chi Minh City, is a collaborative effort between the German and Vietnamese governments. In this study, I highlight the motivation of Vietnamese graduate students for attending a foreign university, in essence becoming international students in their own country. Findings highlight the intersection between the global, national, and local levels of influence in transnational higher education.
- Ấn phẩmStratification and the emergence of the postsecondary private education sector in Vietnam(1/11/2012) Goyette, Kimberly AnnVietnam has a strong public postsecondary education sector that has only recently begun to experience growth in nonpublic institutions. I investigate how the growth of nonpublic institutions may be related to stratification in Vietnam. I find that these institutions are more likely to serve more advantaged students from South Vietnam. Students pay higher costs to attend them; however, they choose more lucrative fields, perhaps as a way to ensure good returns to this investment. This research suggests that as the private sector in Vietnam expands, the influence of family background and region of residence on postsecondary attendance may grow.
- Ấn phẩmThe evolving landscape of South-East Asian higher education and the challenges of governance.(10/13/2015) Ratanawijitrasin, SauwakonThe South-east Asian region has experienced waves of rapid change when countries moved towards greater liberalization in their socio-economic activities and closer interdependence regionally and globally. The changing landscape in higher education is chiefly characterized by massification, diversification, marketization, and internationalization. The increase in demands for higher education has manifested in three forms—larger number of student population, higher interest in cross-border knowledge and experience, the need for more variety of academic programs. In response, governments in all the countries have built more higher education institutions, allowing private sector to play a bigger role, as well as granting greater autonomy to public universities. Higher education restructuring in a number of South-east Asian countries have led to establishment of autonomous and other forms of higher education institutions. Although different governance models exist, these institutions are generally given stronger executive body and new governing board, along with increased autonomy and responsibilities on financial, human resource, and academic management. The move towards regional integration--the ASEAN Community—in 2015 adds another important dimension to the shift in the region's higher education landscape. The need of harmonize has led many governments to change their education systems. At the regional level, although several multilateral systems exist, each has its own limitations and is not universally adopted. Regional integration requires that harmonization and creation of a regional common space in higher education be made a central policy priority of ASEAN, with a more systematic approach and concrete collective actions built around common regional goals.
- Ấn phẩmThe Factors Influencing Student Satisfaction in Vietnamese Higher Education(11/19/2015) Minh, Duong QuangStudent satisfaction has been considered an important factor in measuring the quality of learning approach and a key factor in the success of learning programs. The main purpose of this study investigated demographic factors affecting student satisfaction in Vietnamese higher education. In the study, I used a questionnaire to survey 618 third-year students of 24 departments and faculties at the University of Social Sciences and Humanities - Vietnam National University Ho Chi Minh City. The findings of this study showed that students were moderately satisfied with their environment campus. The study also shows that there were significant differences between student satisfaction and mother education dimension
- Ấn phẩmOn the sustainability of co-authoring behaviors in Vietnamese social sciences: A preliminary analysis of network data.(11/20/2017) Tung, Ho Manh; Kong, Nguyen T. Hong; Trang, Vuong Thu; Quan, Vuong HoangThe topic of sustainability has mostly been tied to economic development and environmental protection, yet not much attention has been paid to the need for high problem-solving capacity as this underlines both issues. One of the most straightforward ways to improve problem-solving capacity is to nurture ‘productive and enduring’, i.e., sustainable, scientific communities. The study examines the co-authoring behaviors of 412 Vietnamese social scientists over the 2008–2017 period via social network analysis to determine if these researchers have formed sustainable scientific communities, using Scopus data. The dataset provides an insightful look into the predominant form of collaboration, i.e., co-authorship, within the Vietnamese social science research communities. Through basic network metrics such as density and clustering coefficient, the study hypothesizes that the socially sustainable research communities are those with low clustering and high density. As any scholar's position in a network can be specified by three quantities: the number of publications, connections, and years in research, the distance metrics from the most productive to the rest are computed and compared. The study hypothesizes that if the distance is too large; it reflects the socially unsustainable situation in the network. The results indicate that certain level of social unsustainability exists in social sciences groups in Vietnam. Though the results are only indicative, it has opened up a fertile space for future inquiry into this matter.
- Ấn phẩmProcesses in informal end processing of e‑waste generated from personal computers in Vietnam(11/3/2017) Duc, Tran Chung; Salhofer, Stefan PetrusInformal treatment of e-waste plays an important role in many countries which have no or weak formal waste management structures. One of the challenges for assessing informal e-waste recycling technologies is to identify their disadvantages and potential technology improvement. The analysis of informal recycling processes starts with a balance of input and output materials for each of the processes. Main obstacles are the fact that in most cases, mixed or variety materials serve as input and, secondly by nature, the informal sector does not systematically measure and monitor the process. This study presents the processes and available data for informal e-waste recycling of desktop personal computer as it consists of components made of plastic and many metals within the Vietnamese context. To identify the most relevant processes, critical flows and technology gap, two scenarios are compared: (1) current situation in which recycling activities are taken in recycling craft villages and (2) appropriately selected BAT. The selected materials from e-waste cover a wide range of recycling processes and technologies: Printed Circuit Board treatment, metal (ferrous metal, aluminum and copper) and plastic recycling.
- Ấn phẩmExploring cultural context and school leadership: conceptualizing an indigenous model of có uy school leadership in Vietnam.(12/16/2015) Thanh, Dinh Truong; Hallinger, PhilipThe need for empirical research on leadership in educational organizations across more diverse national settings frames the purpose of the current study of principal leadership in Vietnam. To date, the international literature on school leadership in Vietnam is virtually a blank slate. This research aimed at describing how Vietnamese school principals enact their leadership roles and analysing how the observed patterns of leadership practice are shaped by the Vietnamese context. In this study, we frame the ‘context of school leadership’ in Vietnam in terms of Confucian sociocultural values of the Vietnamese society and the institutional-political structures within which education is delivered. The study employed phenomenological research methods in a multi-site case study design. Qualitative methods of interview, observation and document analysis were employed to generate a thick description of how principal leadership was enacted in three schools in Vietnam. The study found that in this context, effective school leadership integrated elements associated with strong autocratic and moral leadership. The paper proposes a model of co´ uy leadership which is understood to describe a leadership style that responds to the context of the education system in Vietnam.
- Ấn phẩmFeatures of International Publications in Vietnamese Radiological Societies after The Enactment of 37/2018/QĐ-TTg(2/20/2022) Nguyen Minh, Duc; Pham Minh, Thong; Mai Trong, KhoaBACKGROUND: In Vietnam, after the enactment of 37/2018/QĐ-TTg, a distinct shift could be observed in the international publications by radiological societies. OBJCTIVE: This study examined trends in the international publications achieved by Vietnamese radiological societies following the enactment of 37/2018/QĐ-TTg. METHODS: This retrospective study evaluated data that are freely accessible and available online and, therefore, did not require institutional review board approval. We assessed the publication characteristics of the members of four Vietnamese radiological societies: Vietnamese Society of Radiology and Nuclear Medicine (VSRNM, n = 67); Radiological Society of Ho Chi Minh City (RSHCM, n = 25); Vietnamese Society of Ultrasound in Medicine (VSUM, n = 29); and Vietnamese Society of Interventional Radiology (VSIR, n = 18), following the enactment of 37/2018/QĐ-TTg. RESULTS: Following the enactment of 37/2018/QĐ-TTg, we observed that total publications, number of first authors, number of last authors, number of articles indexed in Web of Science, and number of articles indexed in Scopus were significantly higher for the VSRNM and VSIR than for the RSHCM and VSUM. All publication parameters were significantly higher men, individuals who secured professorship, PhD and Master's degree holders, public hospital employees, those in the radiological field, and those in the north and south regions, compared with the values for women, individuals without professorships, Specialist II and I degree holders, private hospital employees, those in the nuclear medicine field, and those in the middle region, respectively. CONCLUSION: The enactment of 37/2018/QĐ-TTg triggered a new trend in international publication among the members of four Vietnamese radiological societies. However, strong discrepancies remain in total publications, number of first authors, number of last authors, number of articles indexed in Web of Science, and number of articles indexed in Scopus among the members of the four main Vietnamese radiological societies.
- Ấn phẩmThe Roles of Teachers in Implementing Educational Innovation: The Case of Implementing Cooperative Learning in Vietnam(2008-01) Thanh, Pham Thi HongSince the late 1990s there has been a top-down movement to reform teaching and learning approaches in Vietnam. An important component of this reform is to change the traditional teaching and learning approach into cooperative learning. However, cooperative learning has failed to make its impact on the current teaching and learning approach. This paper examines one of the most important constraints on the implementation of cooperative learning in Vietnam, namely, perceptions of Vietnamese teachers toward the roles and responsibilities of teachers in class. It argues that many principles of cooperative learning are in serious conflict with traditional perceptions of Vietnamese teachers regarding the nature of teaching and learning. Therefore, policymakers and educators need to take cautious steps when implementing such radical approaches in Vietnamese educational settings. If they want to obtain support from teachers, they cannot merely borrow the original version of the innovation. Rather, they need to take various modifications into consideration
- Ấn phẩmExchanging digital educational resources among teachers: a survey in Vietnam(2011) Nguyen, Thai Thi Hong; Bruillard, ÉricAs a part of a PHD thesis about educational resource sharing and design of specific functionalities to facilitate visualisation of the life cycle of educational resources along classroom use, we have investigated opinions of Vietnamese teachers concerning resource sharing and sharing websites. After a first exploratory survey by questionnaire (N=69), we have participated in four workshops organised by the Ministry of education in Vietnam. We have administered questionnaires (N=905) and had interviews with advanced teachers (N=25). This paper gives main results we have obtained and provides some explanation linked to the cultural and social context in Vietnam.
- Ấn phẩmTraining High Qualified Teachers in Vietnam: Challenges and Policy Issues(University of Education, Vietnam National University at Ha noi (VNU), Vietnam., 2012) Thanh, Nguyen ChiIn this paper we introduce first some characteristics of the educational system in Vietnam nowadays. We focus on the models of training teachers at different universities of education in Vietnam in general and the one in our university in particular. We then identify the features which differentiate our model of training, a training of high qualified teachers, with other models in the country. Our university, the University of Education, is experimenting with two new procedures of educating secondary school teachers: “3 plus 1”’ and “4 plus 1”. The “3 plus 1” procedure is designed for students who for the first three years follow basic study units at either the University of Natural Sciences or the University of Social Sciences and Humanities which all belong to the VNU, and who for the last year are provided with pedagogical knowledge, skills and teaching practice at the University of Education, VNU. The “4 plus 1” procedure is for B.A./B.Sc holders registered with the University of Education for one year to be offered pedagogical knowledge and practice teaching skills. This model represents both advantages and disadvantages which will be discussed . Some challenges of this model will be also mentioned.
- Ấn phẩmEffects of Cooperative Learning on Students at An Giang University in Vietnam(Canadian Center of Science and Education, 2012) Dat, Tran Van; Lewis, RamonThis study investigates the effects of jigsaw cooperative learning on the achievement and knowledge retention of 80 final-year Vietnamese mathematics students, as well as reporting their attitudes toward this form of learning. These tertiary students were divided into two matched groups of 40 to be taught by the same lecturer. In the experimental group, jigsaw learning was employed, while in the control group, lecture-based teaching was used over the six weeks of instruction. The results showed that students in the experimental group, who perceived their instruction as more cooperative and more student-centered, had significantly greater improvement on both achievement and retention measures than did the students in the control group. A survey revealed favorable responses toward jigsaw learning. The major findings of this study support the effectiveness of jigsaw learning for students in Vietnamese higher education institutions.

During childhood, children live in families and learn a lot by observing and teaching, and know what is wrong or right, should or shouldn’t . In Vietnamese families, fathers and mothers play the most important role in educating children. Fathers symbolize intelligence, will, and family discipline to unite children-especially sons. Mothers who are often careful, close to children everyday, find out and timely shape misleading, and better at raising children lifestyle. With tender and tactful attitude, mothers convert, persuade and teach children to love even when they grow up.
- Ấn phẩmWhat determines learning among kinh and ethnic minority students in Vietnam? an analysis of the round young lives data(2012) Glewwe, Paul; Chen, Qihui; Katare, BhagyashreeEthnic minority children in Vietnam score much lower on mathematics and reading tests than do ethnic Vietnamese (Kinh) children. This paper examines the acquisition of mathematics and reading skills in Vietnam, using the Young Lives household survey data that were collected in 2002 and 2006. While further research is needed, the analysis in this paper leads to three important conclusions. First, these disparities are already very large by age 5, i.e.even before children start primary school. Second, language appears to be an important factor, as ethnic minority children whose mother tongue was Vietnamese had much higher scores than those whose mother tongue was an ethnic minority language. Note that all tests were administered in whatever language the children wanted to take them in, so the poor performance of ethnic minority children on these tests is not simply due to being forced to take the test in Vietnamese. Third, Blinder-Oaxaca decompositions offer some explanation of the Kinh–ethnic minority gap in test scores, especially for the Older Cohort children (who were 12 years old when tested in 2006). The higher per capita expenditure of Kinh households explains about 0.2 to 0.3 standard deviations of their gap in test scores, outof a total gap of 1.3 to 1.5 standard deviations. Higher parental education among Kinh children generally explains about 0.3 standard deviations of the gap for both the Younger Cohort (who were age 5 when tested) and the Older Cohort. Among the Older Cohort, more time spent in school, less time spent working, and higher levels of nutrition each explain about 0.1 standard deviations of the gap in the mathematics score, and more years of schooling among Kinh children explains about0.3 standard deviations of the gap for the PPVT score.

- Ấn phẩmDeterminants of educational expenditure in Vietnam(2012-03) Huy, Vu QuangUsing the Vietnamese Household Living Standards Survey from 2006 (VHLSS 2006), this study investigates the factors affecting household expenditure on children's education. The main findings from the Tobit model in this study are as follows: First, household income has significant effects on the total amount of educational expenditure. In most cases, increase in the income of the household is always associated with an increase in educational expenditure. Second, households where the household heads have a higher level of education or with professional jobs, enhances the probabilities of educational expenditure. Third, households with more primary-school-age or secondary school-age children spend more on education, while households with pre-school-age or college-age children spend less on education. These results show that families with more resources and better human capital are those who are able to spend more resources on their children's education.
- Ấn phẩmLong-run costs of piecemeal reform: wage inequality and returns to education in Vietnam(2012-05) Phan, Diep N.; Coxhead, Ian A.“Shock therapy” transitions in Eastern Europe facilitated movement of skilled workers into privatized industries offering high wage premia relative to state industries. Other transitional economies (notably China and Vietnam) have been slower to relinquish control over key industries and factor markets. Some costs of this piecemeal approach are now becoming apparent. We examine the spillover of continuing capital market distortions into the market for a complementary factor, skilled labor. Using Vietnamese data we find that capital market segmentation creates a two-track market for skills, in which state sector workers earn high salaries while non-state workers face lower demand and lower compensation. Growth is reduced directly by diminished allocative efficiency and incentives to acquire education, and indirectly by higher wage inequality and rents for workers with access to state jobs.
- Ấn phẩmAn overview of access to and inequality in the education system of Viet Nam(2012-06) Linh, vu HoangThis paper studies trends in education in Viet Nam in the 2000s. It focuses on access to education, inequality in the education system and education financing and provides an assessment of the effectiveness of educational activities supported by public spending. The first part of the study presents an overview of the education system in Viet Nam and the reform process of the public provision of education services. The next section focuses on access and inequality in education in Viet Nam, analysing disparities among different population groups and between urban and rural population groups, women and men, ethnic minorities and the ethnic majority and poor and non-poor households. The following section covers the issue of education financing in Viet Nam. The study assesses the trend in family contributions to children’s education over time and whether education is a burden on the poor. A model to assess the determinant to lower-secondary, upper-secondary and tertiary enrolments was applied in order to find the factors influencing enrolments. Finally, in the conclusion, we summarize our findings and propose some policy implications for further reforming the country’s education system with a view to enhancing accessibility and making it more equitable.
- Ấn phẩmNative english-speaking teachers in Vietnam: professional identities and discourses of colonialism(2012-11) Bright, DavidThis article draws on postcolonial theories of discourse and identity in an attempt to understand the ways in which native English-speaking teachers (NESTs) in Vietnam position themselves discursively in enacting professional relations with students and colleagues. The study was conducted within a tradition of critical approaches to TESOL which have suggested that the work of teaching English is complex, at times problematic, and has the potential to reproduce patterns of inequality, injustice and exclusion. Based on interviews with four NESTs in Vietnam, the article describes the ways theseteachers imagined their own language and that of their students, and examines how these representations of language differentiated and subordinated ‘the Other’. In negotiating their identity as TESOL practitioners, these teachers drew upon discourses of colonialism to reproduce images of the superior ‘Self’ and inferior ‘Other’, suggesting the need for a more ethical approach to engaging with difference.

It focuses on formal skills development programs operated by the General Department of Vocational Training (GDVT) in the Ministry of Labour–Invalids and Social Affairs (MOLISA) of the Socialist Republic of Viet Nam. The assessment covers analyses of the country’s technical and vocational training system as well as subsector policies and strategies. Data on other related issues (such as growth in employment, education indicators, and enrollment rates) were collected, consolidated and displayed in tables to provide the reader with a comprehensive view of the development of the subsector.
- Ấn phẩmTransnational Higher Education Development and Implementation: A Review of the Offshore Programs in Vietnam for a University in Taiwan(2015) Chen, Pi-YunThe purpose of this study is to review the offshore programs in Vietnam which have been developed and implemented for seven years by the case university in Taiwan. Being encouraged by the government policy, the case university entered this unfamiliar territory and market in 2007. The question of how a university from Taiwan, without English nor colonial background, could find its position in the already competitive international education market in Vietnam. After years of learning-by-doing process, the scale of their offshore programs has grown to be the largest one across all universities in Taiwan. As being deeply involved in these programs, in this study the author tries to review the seven-year programs and to point out the lessons learned from their development and implementation. It is reflected in this case study that the cultural, social and geographical relevance between Taiwan and Vietnam appear to be the one of the key factors that contributes to the development and success of the case university's projects in Vietnam
- Ấn phẩmApplying Dea sensitivity analysis to efficiency measurement of Vietnamese universities.(2015) Huyen, Nguyen Thi Thanh; Thenet, Gervais; Minh, Nguyen KhacThe primary purpose of this study is to measure the technical efficiency of 30 doctorate-granting universities, the universities or the higher education institutes with PhD training programs, in Vietnam, applying the sensitivity analysis of data envelopment analysis (DEA). The study uses eight sets of input-output specifications using the replacement as well as aggregation/disaggregation of variables. The measurement results allow us to examine the sensitivity of the efficiency of these universities with the sets of variables. The findings also show the impact of variables on their efficiency and its “sustainability”.
- Ấn phẩmEducation Sector Planning in Developing Countries: An Analysis of 42 Education Plans(2015) Bernard, Jean Marc; Chaisemartin, Talia deEducation sector plans are strategic policy instruments that articulate a country’s long - term vision for their education system and specify a realistic and coherent set of strategies to achieve it. They have become a powerful tool for mobilizing resources and aligning stakeholders’ efforts under a common framework. This paper investigates the extent to which plans have succeeded in developing credible strate gies capable of reaching their objectives. It analy s es a sample of 42 plans from developing countries that were endorsed between 2010 and 2013, and uses two separate frameworks to assess plans from relatively stable countries and those from fragile and/ or conflict - affected countries . The frameworks are organized around three dimensions that a ssess the degree to which plans are sound, sustainable, relevant and coherent. Two dimensions , soundness and relevance/coherence, are presented in this paper, covering the following topics: sector analysis, key strategies, action plan, and financial framework. The frameworks did not assess the planning process, particularly whether it was country - led or participatory. Results point to several areas that need be strengthe ned in education plans. The paper finds that the evidence base informing national policies was weak and that many plans were missing elements critical to effective operationalization . Nearly a quarter of the plans also had a problem with the coherence of t heir strategies, revealing serious capacity issues in certain countries.
